Right to Information Act, 2005
The Government of India has enacted the Right to Information Act, 2005 which has come into effect from October 12, 2005. The Right to Information under this Act is meant to give to the citizens of India access to information under control of public authorities to promote transparency and accountability in these organizations.
NHB’s Obligation under the Act
The National Housing Bank (NHB) was established on July 9, 1988 under an Act of the Parliament viz. the National Housing Bank Act, 1987. National Housing Bank is a public authority as defined in the Right to Information Act, 2005. As such, NHB is obliged to provide information to members of public.
Activities of National Housing Bank:
Broadly, the activities of the National Housing Bank can be divided into the following three major sub-heads:
a. Supervision: NHB exercises supervisory authority over the Housing Finance Companies (HFCs). These Companies are required to obtain a Certificate of Registration (CoR) from RBI for commencing/carrying on the business of a housing finance institution under Section 29 A of the NHB Act; and are required to comply with Directions, Guidelines and other directives issued by RBI and NHB.
b. Promotion and Development: NHB operates as the apex Development Finance Institution (DFI) for the housing sector. The policies of NHB are directed towards promotion and development of housing finance institutions and the sector in general. The development of human resources is sought through training programmes, seminars and symposia on matters related to housing for the officials of the Housing Finance Companies (HFCs), Commercial Banks and Public Housing Agencies. Besides, NHB has taken up a number of Research Studies to facilitate development of sector on sound and healthy lines. The Bank also launched NHB RESIDEX, India’s first official housing price index (HPI), to track the movement in prices of residential properties in select cities on quarterly basis. The geographic coverage is spread across 21 States in India, including 18 State/UT capitals and 33 Smart Cities. NHB RESIDEX consists of two HPIs namely HPI@ Assessment Prices and HPI@ Market Prices for Under Construction Properties which covers 50 individual cities and their Composite Indices with FY 2017-18 as the base Year.
c. Financing: NHB raises resources for deployment towards increasing new housing stock and provides housing refinance to a large set of retail institutions. These include eligible scheduled commercial banks, scheduled state cooperative banks, scheduled urban cooperative banks, specialized housing finance institutions, apex cooperative housing finance societies and agriculture and rural development banks. In addition, the Bank has also extended financial support to the housing schemes formulated by Public Housing Agencies. Non Government Organizations (NGOs) and Micro Finance Institutions (MFIs) are also considered for financing to cater to the needs of the economically weaker sections of the society.

NHB is headed by a full time Managing Director, supported by Executive Directors, Head of Departments and other Officers under them. A high powered Board of Directors comprising of Directors nominated by the Reserve Bank of India, top Government officials and eminent independent professionals guide the affairs of NHB. NHB’s Head Office is in New Delhi. It has Sixteen Regional Offices in Ahmedabad, Bhopal, Bengaluru, Bhubaneshwar, Chennai, Chandigarh, Delhi, Guwahati, Hyderabad, Jaipur, Kolkata, Lucknow, Mumbai, Patna, Raipur, Ranchi.

Citizens of India will have to make the request for information in writing, clearly specifying the information sought under the Right to Information Act, 2005. The application for request should give the contact details (postal address, telephone number, fax number, email address) so that the applicants can be contacted for clarifications if required. Since as per the Act, information can be furnished only to citizens of India , citizen status should be indicated as well.
