FORMAT OF UTILIZATION CERTIFICATE UNDER INTEREST SUBSIDY SCHEME FOR HOUSING THE URBAN POOR (ISHUP) OF THE MINISTRY OF HOUSING & URBAN POVERTY ALLEVIATION, GOVERNMENT OF INDIA

(To be furnished by Primary Lending Institutions i.e. Banks / Financial Institutions and submitted to the Nodal Agency (HUDCO / NHB))

Certified that out of the sum of Rs. _______________ released under release reference no._______ dated _______ towards the interest subsidy in favour of ______________________________ (Name of the PLI), a sum of Rs. _________________ has been utilized for the purpose for which it was sanctioned.  Details of the cases where construction has been completed and also where construction is in progress are enclosed at Form F – III / 1 and Form F – III / 2 respectively.

It is further certified that the this PLI has satisfied itself that the conditions on which the subsidy was released have been duly fulfilled / are being fulfilled and that the PLI has  exercised the following checks to ensure that the money disbursed against the loans was actually utilized for construction/acquisition of houses by the actual borrowers.

Checks exercised:

1. The loans were disbursed as per the guidelines for the Interest Subsidy Scheme for Housing the Urban Poor (ISHUP) issued by the Ministry of Housing & Urban Poverty Alleviation, Government of India.

2. Regular site inspections have been conducted by the officials/authorized representatives of the PLI to monitor the progress of construction and to confirm that the construction was progressing as per the plan / has been completed within the prescribed period of one year. Site inspections report along with photograph of the houses constructed/acquired are available with the PLI and same may be produced as and when required by the Nodal Agency or Ministry of Housing & Urban Poverty Alleviation.

FORMAT FOR APPLYING FOR EXTENSIONS OF TIME FOR COMPLETION OF THE HOUSING UNITS UNDER INTEREST SUBSIDY SCHEME FOR HOUSING THE URBAN POOR (ISHUP) OF THE MINISTRY OF HOUSING & URBAN POVERTY ALLEVIATION, GOVERNMENT OF INDIA

The extension of time, for completion of housing units financed under the Interest Subsidy Scheme for Housing the Urban Poor (ISHUP) beyond one year, is solicited for the cases as detailed at Form F – II / 1 alongwith specific reasons for delay in completion of construction. It is certified that the completion of construction in these cases has been delayed beyond the prescribed time limit on account of bonafide reasons, which were beyond the control of the PLI and the borrowers.

Accordingly, the request for extension may please be considered.

FORMAT OF UTILIZATION CERTIFICATE UNDER INTEREST SUBSIDY SCHEME FOR HOUSING THE URBAN POOR (ISHUP) OF THE MINISTRY OF HOUSING & URBAN POVERTY ALLEVIATION, GOVERNMENT OF INDIA

It is further certified that HUDCO / NHB has satisfied itself that the conditions on which the subsidy was released  have been duly fulfilled / are being fulfilled and that HUDCO / NHB has exercised the following checks to see that the money was actually utilized for the purpose for which it was sanctioned.

The defaults in loan repayments, for housing units financed under the Interest Subsidy Scheme for Housing the Urban Poor (ISHUP) is reported for the cases as detailed at Form F – VI / 1 along with specific reasons for default in loan repayments. It is certified that the defaults in loan repayments has occurred due to reasons mentioned in the Annexure.
